Andy is currently the City Engineer for the city of Olive Branch, MS. Prior to working for Olive Branch, Andy worked for Desoto County for 18 years as County Engineer and Road Manager. Prior to his involvement in government, he had 12 years’ experience as a consulting engineer.

Andy is a 1989 graduate of the University of Memphis with a Bachelor’s Degree in Civil Engineering. He has been a licensed professional engineer in MS and TN since 1997. He is a certified floodplain manager.

Andy now serves as the President of the Desoto County Regional Utility Authority. He is a past chairman of the Desoto County Infrastructure Committee. He is also a graduate of Leadership Desoto.

Andy has been married to Melanie Swims for 35 years. They have lived in Desoto County since 1989 moving to Olive Branch in 1996. They are members of Germantown Church of Christ. They have two sons, Barret (Megan) and Alex Swims and one granddaughter, Sabrina.
